SPECIAL MEETING AUG. 14, 2002
TOWN OFFICE BUILDING 8:08 P. M.
First Selectman Patton called the meeting to order at 8:08 P.M. with the following in attendance: Selectmen Eldredge & Lewis and reporter from The Chronicle.
APPROVAL OF MINUTES
SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 8/5/02.
Selectman Eldredge seconded the motion.
VOTE: 3 YES (PATTON, ELDREDGE & LEWIS) 0 NO
PRESENT TO SPEAK – No one.
VILLAGE HILL ROAD BRIDGE
First Selectman Patton commented that the steel is due on Sept. 9th. They are doing odds and ends now. They ran into some difficulty on the south side, a lot more ledge than expected.
MIRTL ROAD
FIRST SELECTMAN PATTON MOVED TO PROCEED WITH A TURN-A-ROUND ON MIRTL RD.
Selectman Eldredge seconded the motion.

PUBLIC WORKS
Wes Beebe commented that they are stone chipping. First Selectman Patton reported that he has been asked to remove the stop sign on Moose Meadow & Turnpike Roads. The complaint is that it is the starting area for drag races; there is lots of noise and cars burning tires there. Wes commented that this happens all over Town at stop signs. The sign was put there because of speeding and the fact that the school bus turns there. Selectman Lewis commented that we should leave it. Selectman Eldredge commented that he has a bad feeling about taking it out. Wes suggests leaving the stop sign. The Board agreed. Selectman Eldredge commented that he would like the Board to think about a stop sign at the ramp as you come on to 320 near the Truck Stop, that is a dangerous area. First Selectman Patton asked Wes what he thought about getting our own sensor to check counts and speed. Wes commented that he thinks it is a good idea, they are hard to borrow. We are asked to give more and
more information on forms and that helps. First Selectman Patton commented that we should think about renting the flashing sign that tell the speed vehicles are traveling. Selectman Lewis commented that we need to look into the road build up because of chip sealing, he realizes that the roads will deteriorate without the 5-year cycle of chip sealing but we need to look into reclaiming the roads.

Wes commented that this is expensive, about $80,000; but he agrees that the roads will need to be reclaimed. Wes commented that they are also working on bridges.
TAX REFUNDS
FIRST SELECTMAN PATTON MOVED TO APPROVE A TAX REFUND OF $257.79 TO LARRY LABARGE.
Selectman Eldredge seconded the motion.
VOTE: 3 YES (PATTON, ELDREDGE & LEWIS) 0 NO
FIRST SELECTMAN PATTON MOVED TO APPROVE A TAX REFUND OF $43.60 TO LYNNE STEEVES.
Selectman Lewis seconded the motion.
VOTE: 3 YES (PATTON, ELDREDGE & LEWIS) 0 NO
GOOD & WELFARE
First Selectman Patton commented that the Willington Hill Fire Dept. Muster is postponed. Selectman Eldredge commented that on Tues. a 7-year-old boy almost drowned at Hall’s Pond. Lifeguard Nathan Philippi pulled the boy out of the water; did CPR and called the EMTs. The boy is fine, Nate did a great job. The Board will send him a letter of commendation.
